Public copy uses four labels: Planned, Under development, Pilot and Operational. Planned means the work is intended and has not started. Under development means it has started and is not yet in use. Pilot means a small, recorded trial. Operational means it is running and recorded.
Most of the plan is Planned. No mill, farm or roadside service is described here as operating, and no certification, animal count, revenue figure or loan is claimed.
